What are OER?

Open Educational Resources (OER) are free educational resources

  • These are made available for free use, editing and redistribution.
  • Special license models that regulate the further use of the material are used.

Paris Declaration

The "Paris Declaration" was adopted at the first UNESCO World Congress on Open Educational Resources in 2012.

This contains the following definition:
OER are "teaching, learning and research resources in the form of any medium, digital or otherwise, that are in the public domain or published under an open license that permits free access and free use, adaptation and redistribution by others with no or minimal restrictions. The principle of open licensing operates within the existing framework of copyright law as established by relevant international treaties and respects the authorship of a work" (Paris Declaration on OER 2012)
